Inspectorate General (IG) – Operations Evaluation Division (EV)

The evaluator undertakes ex-post evaluations of operations financed by the EIB Group.

S/he will work with various ex-post evaluation teams.  Evaluation work can also be carried out in cooperation with external consultants.

Evaluation takes place during the later stages of the project cycle, normally one or two years after a project has started operating – that is, during the loan repayment period.  A thematic ex-post evaluation involves desk reviews and in-depth evaluations (including field studies, carried out on the basis of criteria defined in advance), drafting of individual evaluation reports and contribution to the report.

Responsibilities

The evaluator is required to undertake evaluation work and exercise a high degree of autonomy.

Responsibilities include

* Participation in the formulation of thematic evaluations, the drafting of individual evaluation reports and the contribution to the synthesis reports. S/he must:

o Ensure that the evaluations are compatible with internationally-accepted norms in the field of evaluation, while taking full account of the specifics of the EIB Group

o Ensure that all reports are impartial and of a high quality, and reflect, as necessary, divergent views held by other EIB (and/or other in the EIB Group) directorates

o When justified, work with consultants, contribute to effective teamwork and prepare written reports

* Contribute to the follow-up of Operations Evaluation recommendations
* Follow the EIB Group’s activities in the areas related to Operations Evaluation work and to the specific evaluations for which s/he is responsible.

Qualifications

* University education, preferably with studies oriented towards economics, finance or engineering
* At least 3 years of professional experience in project analysis and financing or in ex-post evaluation
* Good knowledge of the operations of the EIB Group would be an advantage
* Excellent knowledge of English or French and a good command of the other. Knowledge of other EU languages would be an advantage
