The Center for International Conflict Resolution (CICR) at Columbia University is pleased to announce this year’s call for applicants for three categories of Fellowships being offered as part of The Fund for Global Environment and Conflict Resolution. CICR will award Fellowships to: two Masters students, three PhD students, and five researchers for the academic year 2011-2012.

About

The Fund for Global Environment and Conflict Resolution is a joint initiative between the Italian Ministry for the Environment, Land and Sea and CICR which seeks to enhance understanding of the global environment and conflict resolution in order to protect societies and the environment in a sustainable, constructive and peaceful manner. The specific purpose of this unique joint endeavor is to provide support for research, teaching and fellowships related to the environment-conflict/development nexus.

Focus

The Fund has three major focus areas. First, it looks at fragile states and the field of conflict prevention – specifically in China, the Middle East and North Africa with respect to conflicts or potential conflicts fuelled by natural resources, deforestation, and the role of renewable energy within these frameworks; second, it focuses on conflict resolution and post-conflict reconstruction – specifically the Balkans, Iraq, Afghanistan, Peru and Colombia, looking specifically at environmental solutions and sustainable development policies; and third, it looks at international security and climate change in general, taking into consideration the impact of the current financial crisis and potential consequences on the field, with particular attention on water scarcity.

Masters Awards

The Empedocle Maffia Fellowship (EM Fellowship) for Masters students will be awarded to two graduate students from the School of International and Public Affairs (SIPA) at Columbia University who have demonstrated excellence in the fields of conflict prevention, conflict resolution, post-conflict reconstruction, sustainable development, natural resource management, security and the global environment.

The EM Fellowship is designed to foster new scholarly experts in the following countries or regions: Italy, the Balkans, Iraq, Afghanistan, Peru, Colombia, China, the Middle East and North Africa; therefore, preference will be given to applicants from these countries and regions.

The EM Fellowship is open to incoming and current (first-year) SIPA students; it is awarded for two, consecutive semesters. Selected EM Fellows will be expected to undertake 10-15 hours of work per week at CICR. The work will involve supporting CICR generally – especially in terms of events and communications – and supporting aspects of The Fund for Global Environment and Conflict Resolution, specifically as it relates to research and events concerning:

Fragile states and the field of conflict prevention – specifically in China, the Middle East and North Africa with respect to conflicts or potential conflicts fuelled by natural resources, deforestation, and the role of renewable energy within these frameworks;
Conflict resolution and post-conflict reconstruction – specifically the Balkans, Iraq, Afghanistan, Peru and Colombia, looking specifically at environmental solutions and sustainable development policies;
International security and climate change, in general, taking into consideration the impact of the current financial crisis and potential consequences on the field, with particular attention on water scarcity.
The Fellows will be awarded $9,000 toward their university fees each semester and a stipend of $500 per month over the course of the academic year (nine months).

All applicants should submit their candidature by April 15, 2011. The decision will be undertaken by a selection committee at CICR, and will be announced in July. All decisions are final, and applications received after the April 15, 2011 deadline will not be accepted.

PhD Awards

The Empedocle Maffia Fellowship (EM Fellowship) for Doctoral candidates are designed to support the research of PhD students involved in research on the nexus between natural resources, the global environment, climate change and security, conflict resolution, post-conflict reconstruction and sustainable management.

The EM Fellowship is open to incoming and current PhD candidates who have demonstrated knowledge and expertise in the aforementioned environment-conflict/development nexus, and whose research will contribute substantially to these fields of study and practice. The Fellowship is designed to foster new scholarly experts in the following countries or regions: Italy, the Balkans, Iraq, Afghanistan, Peru, Colombia, China, the Middle East and North Africa; therefore, preference will be given to applicants from these countries and regions.

Fellows will be chosen for the originality and feasibility of their work within the one-year time frame. Projects that combine research, practice, fieldwork and policy recommendations, are also welcome. The research work of the selected candidates should be relevant to lessons learned and best practices regarding the environment-conflict/development nexus in the following three specific fields and geographical areas of focus:

Fragile states and the field of conflict prevention – specifically in China, the Middle East and North Africa with respect to conflicts or potential conflicts fuelled by natural resources, deforestation, and the role of renewable energy within these frameworks;
Conflict resolution and post-conflict reconstruction – specifically the Balkans, Iraq, Afghanistan, Peru and Colombia, looking specifically at environmental solutions and sustainable development policies;
International security and climate change, in general, taking into consideration the impact of the current financial crisis and potential consequences on the field, with particular attention on water scarcity.
There are a number of Fellowships available; approximately $5-10,000 per person will be allocated and requests should be tailored to need. The amount granted may be a contribution towards the amount requested.

The Fund for the Global Environment and Conflict Resolution at CICR would like to invite all interested and qualified applicants to submit proposals for research on the nexus between natural resources, the global environment, climate change and security, conflict resolution, post-conflict reconstruction and sustainable management.

The Call for Proposals is designed to support scholarly experts and research in the following countries or regions: Italy, the Balkans, Iraq, Afghanistan, Peru, Colombia, China, the Middle East and North Africa; therefore, preference will be given to applicants from these countries and regions. Exceptions to this may be made on a case-by-case basis where the researcher in question has demonstrated excellence or expertise in one of the above fields or case studies in a way not met by the other candidates.

Applicants should have experience undertaking field research in this environment-conflict/development; Preference will be given to those with a PhD, or those with 5-10+ years of experience working in these areas.

Only cross-cutting research proposals looking at the nexus between environment, natural resources and climate change on the one hand, and security, conflict resolution, and sustainable development on the other should be submitted. More specifically, research should focus on a topic in or related to one of the below themes:

1. The prevention and control of potential conflict in the use of natural resources, with particular reference to China, the Middle East and North Africa.

Paying particular attention, where possible, to deforestation/reforestation land use efforts in China, or the impact of economic development as a direct result of renewable energy projects as an impetus to security and stability in Northern African regions.
2. Environmental solutions and sustainable development policies in conflict and post-conflict areas, based on the ongoing activities of the Italian Ministry in the Balkans, Iraq, Afghanistan, Peru and Colombia as case studies. Areas of research might also look into illicit land use for drug trade and terrorist efforts.

Paying attention, where possible, to endeavors underway in Iraq, the Republic of Serbia, the Republic of Montenegro and the Amazonas region of Peru and Caribbean coasts of Colombia.
3. Climate change and its relationship to international security as a whole with regards to water scarcity and food security.

Paying particular attention, where possible, to researching the consequences of the current worldwide financial credit crisis and how this impacts security as a whole in both developed and developing/emerging markets, as climate change adaptation forces transnational border trade and migration.
The research should be problem-driven and available, upon completion, for wide dissemination in the form of policy papers, through books, journal publications, conferences and seminars both at Columbia University and in relation to avenues linked to the Italian Government.

CICR is able to provide support for two to three research proposals of around $15,000-$20,000 per project. However, exact amounts to be provided will be decided by the selection committee. All decisions are final.

Candidates shall be hired as Consultants, or given Honorariums, depending on the specifics of the tasks to be carried out. Timeframes and financial compensation will be decided upon on a case-by-case basis. CICR cannot provide office space but will provide access to libraries on Columbia University campus. Applicants should include in their budgeting/scheduling a plan to present their research at Columbia in April or May, 2012.
