REF Seeks an Education Specialist and a Romani Specialist in Kosovo

The Roma Education Fund is preparing a Country Assessment on the education of Roma in Kosovo and seeks an Education specialist and a Romani specialist to contribute to this effort. The REF promotes Roma inclusion in all aspects of the national education systems of countries participating in the Decade of Roma Inclusion, as well as other countries that wish to join in this effort.


The consultant will perform the following tasks:

  • Review available documents on education and the education of Roma in Kosovo.
  • Compile and present data on the education system, on the development trends of the education system, and on the education of Roma.
  • Liaise with Kosovo authorities, international organizations, academic institutions and civil society as necessary in order to obtain current and high-quality information for use in the Country Assessment.
  • Communicate on a regular basis throughout the assignment period with REF staff responsible for coordinating work on the Country Assessment and with the Romani specialist hired to work on the Country Assessment.
  • Draft (in English, Albanian, Bosnian, Croatian, or Serbian) the sections of the Country Assessment on the education system (approximately 5 pages single-spaced, font Times New Roman 12) and relevant donor-funded programs (approximately 1 page), following the outline provided by REF.
  • Complete annexes on key education indicators, administration of public education, and student performance on international assessments.
  • Review the draft of the entire document after receiving inputs from other parties (the Romani specialist, REF staff, external peer reviewers and participants in an in-country roundtable discussion) and participate in the preparation of the final draft. Participate in the in-country roundtable discussion on the Country Assessment.


The assignment is for 15 days, to be used in the period of September-October 2011. The first draft of the sections written by the consultant is due by 31 October. The timing of revisions will be contingent upon obtaining the relevant inputs from other parties.


  • Thorough knowledge and understanding of the education system in Kosovo, particularly as it affects the Romani population.
  • Degree in education or related field (it is not valid for a Romani Specialist).
  • Good communication and writing skills.
  • Experience in working with international organizations.
  • Working knowledge of English.
