Description

The ODIHR’s Contact Point for Roma and Sinti Issues (CPRSI) consists of 5 staff members and carries out activities under the framework of the 2003 OSCE Action Plan on improving the Situation of Roma and Sinti within the OSCE Area, and Helsinki (2008) and Athens (2009) MC Decisions on Roma and Sinti. The ODIHR Contact Point is tasked primarily to assist participating States with the implementation of the OSCE commitments pertaining to Roma and Sinti; it addresses issues either directly through its programmes or by promoting the establishment of institutional frameworks at local and national levels, designed to advise governments and administrations on policy-making on Roma and Sinti affairs. In doing so, the Contact Point co-ordinates closely with other international organizations and NGOs and seeks to involve Roma and Sinti in all its activities.

Under the general supervision of the Senior Adviser on Roma and Sinti Issues, the incumbent will help to identify emerging trends and challenges regarding the situation and development in Roma and Sinti communities. The incumbent will also engage in implementing the 2003 OSCE Action Plan on improving the Situation of Roma and Sinti within the OSCE Area and subsequent MC Decisions by analyzing and reporting on the Roma and Sinti situation in OSCE regions. He/she will facilitate contacts and co-operate with Roma communities, its leaders and organizations, civil society organizations and academic institutions. He/she will also play an active role in co-ordinating with relevant national and local institutions and with OSCE field operations while implementing and evaluating projects. In doing so, the Contact Point will co-ordinate closely with other parts of the OSCE as well as with international organizations and NGO’s and seek to involve Roma and Sinti in all its activities. More specifically, the incumbent will be tasked with:

  • Identifying emerging trends and challenges regarding the situation and development in Roma and Sinti communities and in the implementation of the action plan;
  • Working to enhance the CPRSI capacity as ‘clearing-house’ and its abilities to provide quality expertise and advising OSCE participating States and international/national organizations and institutions, when required;
  • Identifying, developing, co-ordinating and evaluating the implementation of specific projects to promote and realize objectives of the OSCE Action Plan and other commitments in this area;
  • Performing other related duties as required.

Eligibility

  • University degree in social/political sciences or relevant field; an advanced degree would be an asset;
  • Minimum of four years of professional work experience, including previous experience in scientific research and/or experience at international/national level, whether in a government office or non-governmental organization;
  • Excellent knowledge of English with good drafting skills; knowledge of other OSCE working languages and/or Romani would be an asset;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Remuneration

Monthly remuneration, subject to social security deductions as well as monthly changes in the post adjustment multiplier and exchange rate, is approximately EUR 3,970 (single rate) and approximately EUR 4,235 (dependency rate). OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organisation contributes an amount equivalent to 15% of the employee’s salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
