Description

Humanitarian Innovation Fund’s (HIF) small grant facility is always open to accepting proposals round the year. However, before applying for this opportunity, it is important to understand what humanitarian assistance is. Unlike any other direct intervention or assistance to the community, the humanitarian assistance involves providing services to the needy community facing or those remaining at the risk of a humanitarian crisis such as natural disaster.
The Humanitarian Innovation Fund (HIF) is a unique grant opportunity for organizations engaged in providing humanitarian assistance through the use of new technologies, products and processes.
The fund was set up as a partnership between ELRHA (Enhancing Learning and Research for Humanitarian Assistance) and ALNAP (The Active Learning Network for Accountability and Performance in Humanitarian Action); and is hosted by Save the Children UK.
It has received contributions from the UK Department of International Development (DFID), Canadian International Development Agency (CIDA) and the Swedish Ministry of Foreign Affairs for a total amount of over £1.8 Million.

Eligibility

The grant is open for all countries. As the small grant facility is open throughout the year, it is an ideal opportunity for small NGOs in developing countries to conceptualize innovative projects and submit proposals on them to the HIF.
While it is possible for a single entity to make an application to the HIF, it strongly encourage consortia applications that bring together a range of actors and draw on a relevant diversity of knowledge, experience and expertise.
For-profit entities may be a part of the consortium but can not be the lead applicant/grant beneficiary. If selected, the grant recipient would be solely responsible to ELRHA for the successful implementation of the project.
The lead applicant must:

  • Have legal status and be registered in the country(s) in which the project will be carried out.
  • Not act as an intermediary but be directly responsible for the preparation, management and implementation of the project proposed.
  • Present signed audited financial statements and reports.

Consortia Requirements
Consortia must be able to demonstrate through their members:

  • A minimum of three years of relevant operational experience of humanitarian programming.
  • Training and/or experience in the area of research and development.
  • Understanding and ability to adhere to International Humanitarian Principles and the Code of Conduct for the International Red Cross and Red Crescent Movement and NGOs in Disaster Relief.

The HIF also encourages financial or in kind contributions from all applicants.

Single Entity applications
Applicants that are not part of a consortium must be able to demonstrate that they can fully satisfy all requirements of both the ‘Lead Applicant’ and ‘Consortia requirements’. Single entity applicants must also demonstrate significant effort to engage with a broader audience/stakeholder community through their project implementation and dissemination plan.
Note: Lead (or single) applicant can submit up to 2 proposals per round. However, applicants can also be part of any number of consortia applying to the HIF. Applications to the small grants facility will not count towards the maximum application allowance.

Grant

There are two types of grants offered by HIF:

  • Large Grant
  • Small Grant.

The large grant is a limited opportunity where proposals are invited only during certain time of the year. The small grant facility is permanently open for proposals and organizations can request up to £20,000 of funding support. These grants are available for a period of 6 months.

Application

To apply for the small grant, you need to first download the Small Grants Application Pack available at this link. There is an application form, budget templage, CV template and Work Plan template which need to be filled and submitted by email. Interestingly, HIF does not request lengthy proposals at least for the small grants. So NGOs can quickly develop the five page proposal and then enclose the supporting information. Before starting to write the proposal, make sure that you read the previously funded prijects and develop your own framework in the following manner. This framework is for your own personal use but it will be helpful in developing the idea in your proposal.
